The Center on Global Energy Policy was honored to host a conversation with ZHANG Guobao and FU Chengyu on energy and climate change at Columbia Global Centers | Beijing.



自1991年起历任国家计划委员会投资司工业处处长、投资司副司长、国家计委副 秘书长、副主任等职;2003年4月,出任国家发展和改革委员会副主任;2004年 3月起,还兼任国务院振兴东北地区等老工业基地领导小组办公室主任(正部 级);2008年3月至2011年1月,曾兼任首任国家能源局长。

Zhang Guobao is a former Chinese government official. He was the Vice Chairman of the National Development and Reform Commission.
He became the director of the Office for Northeast Economic Revitalization in 2004, and in 2007, the Director of the National Energy Administration and Vice Chairman of the National Development and Reform Commission. He left active politics in January 2011. He held a seat on the Standing Committee of the Chinese People's Political Consultative Conference until 2013, when he retired for good. 


原中石化集团董事长、党组书记。中国共产党第十七届中央纪律检查委员会委员。 获美国南加州大学石油工程硕士学位。1982年加入中国海洋石油总公司,在中外合作油田担任中 方主要负责人,后任南海东部公司副总经理、总经理,后任中国海洋石油总公司副总经理,总经 理、党组书记。2011至2015年担任中国石油化工集团公司董事长。

Fu Chengyu is the former chairman of China Petroleum and Chemical Corp (Sinopec), the largest Asian refiner.

Fu received a master's degree in petroleum engineering from the University of Southern California. Beginning with 1983, Fu has been Chairman of the Management Committees of China National Offshore Oil Corporation (CNOOC). In 1999, he became General Manager of CNOOC Nanhai East Corporation. He was the Chairman of the Sinopec Group from 2011 to 2015. 


大卫·桑德罗(David Sandalow),现任哥伦比亚大学全球能源政策中心在职学者,启动并领导中美 能源与气候项目,致力于其他有关未来输电网、可再生能源金融、能源外交和二氧化碳利用等广泛议 题的研究。

David Sandalow is the Inaugural Fellow at Columbia University's Center on Global Energy Policy. He launched and directs the Center's U.S.-China Program and has written, most recently, on topics including renewable energy finance, energy diplomacy and carbon dioxide utilization.

桑德罗先生层在美国白宫、国务院以及美国能源部担任要职。在加入哥伦比亚大学之前,桑德罗先生 能源部代理副部长、分管国际政策事务的助理部长等职。在入职能源部之前,桑德罗还担任过布鲁金 斯中心的高级研究员、克林顿全球基金会能源与气候工作组主席。他还曾担任美国国务院分管海洋、 环境及科学事务的助理国务卿和美国国家安全委员会的高级幕僚主管。

Mr. Sandalow has served in senior positions at the White House, State Department and U.S. Department of Energy. He came to Columbia from the U.S. Department of Energy, where he served as Under Secretary of Energy (acting) and Assistant Secretary for Policy & International Affairs. Prior to serving at DOE, Mr. Sandalow was a Senior Fellow at the Brookings Institution, as well as Energy & Climate Change Working Group Chair at the Clinton Global Initiative. He has served as Assistant Secretary of State for Oceans, Environment & Science and a Senior Director on the National Security Council staff.
