Luisa Palacios is a non-resident Fellow at the Center on Global Enegy Policy. In her full-time capacity she is the Head of Latin America at Medley Global Advisors (MGA) based in New York. She joined MGA from Barclays Capital where she was a macro strategist for the Andean Region at the Emerging Markets Fixed Income Desk. Before that, Luisa was a Senior Economist for the Japan Bank of International Cooperation, where she focused on Latin America energy and debt issues. Luisa has also worked for Societe Generale in both Paris and New York, where she started out following Middle East/North Africa and Turkey and, later, as the Latin American economist. Luisa has also served as a consultant for the World Bank in the office of the Chief Economist for Latin America. Luisa has a Master's degree in International Affairs from Columbia University and holds a Ph.D. from The Johns Hopkins School of Advanced International Studies. She has published papers in international journals on economic policy and debt issues in Latin America and on regional energy policy issues. Luisa is an adjunct professor at the center for Energy Studies at IESA’s MBA School in Caracas, Venezuela.
